Read the passage and answer questions 13–16.
Equal opportunities mean that people should have a fair chance to learn, work and participate in society. Yet barriers can make those opportunities harder to access. Removing such obstacles requires attention to people’s different circumstances.
Discrimination, stereotypes and unequal access to training can limit participation. For example, a person may be discouraged from a course because others assume it is unsuitable for their gender. Equal opportunities can help address such difficulties rather than create them.
In this fictional community, efforts to improve participation have gained momentum. More residents support fair access, local organisations provide training, and schools discuss stereotypes with students. These actions aim to turn support for equality into practical opportunities.
The organisers recognise that progress needs continuing effort. They plan to listen to participants and review whether the changes are helping people who previously found it difficult to take part.
